Job Description
Position Description: This position leads annual audits on PASSPORT, Assisted Living, Elderly Services Program and Title III providers that are necessary to ensure contract compliance with provider contracts. Contract Auditors will interpret policies, procedures, and applicable regulations consistent with State and Federal Requirements, County Contracts and with other provider relations staff to verify contractual compliance. 
 
Essential Job Functions And Responsibilities
  • Lead precertification reviews of providers seeking PASSPORT, Assisted Living, Elderly Services Program and Title III contracts.
  • Lead Structural Compliance Reviews for all PSP, ESP and Title III providers.
  • Prepare review and tools, update provider service specifications, conditions of participation, and appropriate audit training materials as regulations are updated and revised.  Review a wide variety of organizational policies and procedures to ensure compliance with legal and internal standards.
  • Review and analyze records, operations, and organizational structures of service providers as they relate to the delivery of the contracted services.  Document all information into appropriate electronic form.
  • Prepare and issue reports to providers summarizing work completed, audit findings, sanctions & other disciplinary actions and recommended corrective courses of action to improve/resolve deficiencies and all areas of non-compliance.
  • Receive risk assessments, understanding conceptually the effectiveness of the plan, with ability to identify areas for improvement.
  • Assist the Director in the ongoing development of a monitoring plan that incorporates steps to address risks.
  • Collaborate effectively with a wide range of public and nonprofit partners, and other COA operational personnel to ensure contract compliance.
  • Investigate providers as required for serious incidents.
      
Qualification Requirements:
  • Bachelor’s Degree or at least five years of hands-on experience managing and/or monitoring contracts.
  • Knowledge of governmental funding and compliance requirements.
  • Demonstrated ability to schedule, complete work assignments and solve problems using a team approach.
  • Effectively manage and prioritize multiple concurrent projects.
  • Critical thinking skills with high attention to detail.
  • Excellent verbal and written communication skills including the ability to interact positively with a wide variety of individuals, including senior leadership team.
  • Good change management skills – i.e. a demonstrated ability and willingness to learn and apply new concepts, techniques and methodologies to job responsibilities.
  • A valid driver’s license and reliable transportation for travel within the Ohio.
  • Ability to independently conduct audit site visits effectively.
  • Ability to prepare and deliver presentations based on data received from, and under the guidance of the Director of Procurement & Provider Services.
  • Must have excellent computer skills with MS Word and Excel.  A working knowledge of Access and PowerPoint is beneficial.
  • Must have excellent customer service skills. 
  • Fundamental knowledge of accounting is required.
  • Ability to maintain professionalism and composure in all situations.
