Chief of Financial Management/Chief Financial Officer
NorthKey Community Care is seeking a full-time Chief of Financial Management/CFO to join its Senior Leadership Team. This position reports directly to the CEO and will be responsible for leading the day to day management and operations, as well as the strategic planning and implementation of the financial, accounting, and billing teams in a complex behavioral healthcare organization. The Chief of Financial Management / CFO must bring a high level of expertise and experience in financial leadership roles, preferably in healthcare and/or nonprofit environments, and be a highly motivated, mission-driven, and collaborative professional. The current CFO is retiring later in 2025, so there will be a few months of overlap with this position in order to learn and train. The position will be based at 503 Farrell Drive, Covington, KY. Qualifications
- Bachelor’s degree in Accounting, Finance, or related field required. CPA, MBA, or Master’s degree in a relevant field strongly preferred.
- Minimum of seven (7) years' progressively responsible financial leadership experience, preferably in healthcare, nonprofit, or public sector environments.
- Prior experience managing healthcare accounts receivable, accounts payable, finance, and billing operations, including Medicaid, Medicare, and commercial insurance strongly preferred.
- Strong skills in the use of modern accounting and business software.
- Relevant business, administrative, and supervisory experience, expertise, and knowledge.
- Strong skills in budgeting, forecasting, and analysis.
- Experience in the collection, analysis, and interpretation of data related to business practices.
- Strong interpersonal, problem solving, and communication skills.
- Strong planning and development skills.
Job Duties
- Serve as a key member of the Senior Leadership Team, providing financial strategy recommendations and participating in organization-wide strategic planning activities.
- Provide direct staff support and financial reporting to the Finance Committee of the Board of Directors, advising on financial stability, investment opportunities, and risk management.
- Provide supervision and direction to all financial staff and areas of assignment, including accounting and billing staff.
- Monitor and enforce compliance with all entities related to business operations, and monitor performance and compliance with all contracts with third party payment sources.
- Ensure compliance and ensure up to date knowledge of general accounting practices, governing federal and state statutes and regulations related to the performance operations as a community mental health center/certified community behavioral health clinic.
- Maintain compliance with standards of Internal Revenue Services, Kentucky Department of Revenue, and other similar entities.
- Maintain compliance with standards related to Centers for Medicare and Medicaid Services.
- Ensure compliance with CCBHC-specific billing, cost reporting, and financial requirements as set forth by SAMHSA, DBHDID, CMS, and others as applicable.
- Work closely with others in creating projections related to the development of additional lines of service delivery to meet the needs of clientele.
- Provide oversight of all grant and restricted fund management, ensuring financial tracking and reporting align with grant requirements.
- Maintain financial oversight of programs to ensure sufficient revenue to propel the organization forward.
- Oversee revenue cycle operations, including billing, accounts receivable management, payment posting, and compliance audits for all payor types (Medicaid, Medicare, commercial insurance, grant-funded services, etc.).
- Lead organizational efforts in value-based payment model readiness and reporting, including financial modeling and payer contracting.
- Achieve and promote a strong working relationship with other senior leaders, direct administrative supervisees, and community leaders as necessary.
- Assure further development of technology related to business practices and needs of the organization.
- Champion the adoption and optimization of business intelligence (BI) tools and financial reporting platforms to enhance transparency, forecasting, and operational decision-making.
- Support the integration of financial systems with electronic health record (EHR) platforms to ensure billing accuracy and compliance.
- Perform comprehensive, timely reviews of supervisees to ensure competence within subordinates.
- Make appropriate recommendations based upon data concerning promotions, demotions, assignments, training, and other personnel management decisions.
- Facilitate the development and implementation of the Annual Plan and Budget process to formulate the creation of a realistic Annual Budget.
- Assist in the pursuit of funding opportunities at the federal, state, and local level.
- Lead and/or participate in both internal or external workgroups and committees.
- Provide coverage for President/CEO at assigned meeting and activities, representing the interests of NorthKey Community Care.
- Maintain priorities that focus upon assuring organizational viability, quality service delivery, and positive employee morale, while recognizing the challenge of balancing these competing interests across these three areas.
- Ensure the collection, analysis, interpretation, and distribution of data related to the quality, integrity, and viability of organizational operations.
- Ensure adequate structure is in place to achieve reliable budgeting, forecasting, tracking, analysis, and reporting related to financial activities.
- Develop valid and reliable financial reports necessary for both internal and external use.
- Direct or assist in the development, updating, and enforcement of proper fiscal, administrative, and other policies and procedures.
- Maintain appropriate confidentiality in all matters pertaining to the business operation and personnel.
- Ensure the completion and submission of all financial reports necessary for conducting business as a non-profit corporation, community mental health center, and certified community behavioral health clinic.
- Ensure the completion and submission of all financial reports necessary for conducting business as a provider contractor with third party payment sources such as insurance companies and managed care organizations, as well as all state, federal, and local grant related entities.
- Present formal analysis to the President/CEO, leadership team, managers, and Board of Directors on a regular basis.
- Responsible for ensuring completion of an annual audit, monthly accounts receivable report, monthly patient write-off analysis, monthly and annual budgetary report, billing analysis, payroll reports, and other financial reports and activities as necessary to maintain a robust business operation.
